The purpose of this strategy is to: 

• Define what social inclusion means
• Describe the current context
• Establish a vision showing where we want Darlington to be in ten years time
• Give an assessment of Darlington’s current position in relation to progress against the social inclusion agenda
• Identify target areas and target groups
• Commit Darlington Borough Council and other partners to a programme of action
